CSMS# 09-000364 – HSU 0904: Changes to the 2009/2010 Harmonized Tariff Schedule

Harmonized System Update (HSU) 0904 was created on December 10, 2009 and contains 40,159 ABI records and 6,479 harmonized tariff records.
This update includes the annual special program staged rate reductions for 2010.
In addition, this update contains changes made as a result of the Committee for Statistical Annotation of Tariff Schedules, the 484(F) Committee. The revisions take effect on January 1, 2010, and include a request by the USDA (United States Department of Agriculture) to report milk solids content of dairy products in the kilogram unit of measure. Dairy related tariff numbers, which are subject to the reporting of milk solids content of dairy products, will have a second reporting unit of measure indicating ‘CKG’ (Content in Kilograms). The ‘CKG’ indication refers to the weight in kilograms associated with the milk solids content.
Potato import assessment increases mandated by the Agricultural Marketing Service (AMS) are included as well. These adjustments were effective on December 7, 2009.
Finally, this update contains changes required by the verification of the 2009 Harmonized Tariff Schedule (HTS).
The modified records are currently available to all ABI participants and can be retrieved electronically via the procedures indicated in the CATAIR. S# 09-000361 – Pending Importer Security Filing (ISF) Changes

On October 15, 2009, CSMS #09-000326 was issued describing changes to the SF90 record and the ISF error code list. These changes will become effective on Saturday, December 12, 2009. The CUSRES document was also mentioned in this CSMS message as a response to the BAPLIE stow plan. The use of the CUSRES will NOT begin on December 12, 2009. A message will be sent in advance of CUSRES responses being sent to parties filing BAPLIEs.
Additionally, ISF transactions using a flexibility option will receive a response notifying the filer that the ISF needs to be updated with a complete ISF transaction. The filer would receive the notification whenever the action reason code is ‘FR’, ‘FT’, or ‘FX’. The only complete transaction would include a ‘CT’ action reason code.
This also serves as a reminder to file ISF transactions using the lowest bill level as either a house bill or a simple bill. Filing an ISF with the wrong bill number or wrong bill type will result in a ‘No Bill on File’ message being sent.
