Attached you will find a document intended to provide uniform national procedures for entry deletion and entry or entry summary cancellation that will provide for self inspection controls and ensure financial responsibility and data integrity in U.S. Customs and Border Protection (CBP) automated systems, including the Automated Commercial System (ACS) and the Automated Commercial Environment (ACE). The deletion and cancellation processes outlined in this policy also apply to Electronic Invoice (EIP)/Remote Location Filing (RLF) entries.

GSP & MPF Changes Effective October 1, 2011

Hello to all,

RBSystems is currently working on changes required by Customs on the GSP & MPF. Effective October 1, 2011 the MPF will increase upto 0.3464% and the GSP has been extended up to July 31, 2013. Once these changes are ready to be added to your system we will be sending an admin message advising of the change and what changes need to be done on the system. Below is a Customs notification we received of the changes being worked on and what they consist of. If  you have any questions in regards to the Customs message you may contact your ABI Rep or log in to the website provided below. If RBSystems receives any further notifications we will be advising via our website & admin messages.

SUMMARY AS OF:
9/2/2011–Introduced.

Amends the Trade Act of 1974 to extend duty-free treatment under the Generalized System of Preferences (GSP) through July 31, 2013.

Requires the liquidation or reliquidation (refund of duties) on duty-free articles that entered into the United States after December 31, 2010, and before the 15th day after enactment of this Act.

Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) to increase from 0.21% ad valorem to 0.3464% ad valorem, for the period between October 1, 2011, and July 1, 2014,the customs user fee for the processing of merchandise entered or released into the United States.
