Query option for Importer HTS

ABISuite program has a query option to query all HTS that are saved under the I.D. File by Importer (Tools –> ID File). This option can be very useful if you have frequent used tariffs saved for the Importer that need to be updated. Keep in mind that Customs sends tariff updates (latest 1108) but does not always include all tariffs and updates are usually for new tariffs added or to replace discontinued tariffs. To query the tariffs that are frequently used by an Importer on your ABISuite go to Messages –> Transmit to U.S. Customs –> H-Harmonized System –> Query HTS by Importer, enter the Importer key and this will load all saved HTS, select Post to send the transmission. Remember this option will update all tariffs saved under your I.D. File, if you have a large amount of tariffs saved your transmission might take a while to be processed.

There currently is ongoing work to resolve a QX/WX Air In-Bond application issue uncovered in the production system. Development of the fix to resolve this issue is now complete and is being tested internally.

We currently do not have a tentative timeline for deployment due to the on-going ACE M1 testing but as soon as a reliable date is determined we will send out a new CSMS with the date.

USDA on September 30, 2011 USDA increased (150,000 STRV) the FY 2011 refined sugar TRQ and extended the reporting period until November 30, 2011. This effort is an attempt to make provisions for risks associated with adverse weather and supply disruptions. CBP, understanding the necessity for the trade community to stay abreast on the availability of that supply, will post the Global and Canadian balances on the HQ Quota telephone line (202.863.6560) daily after 3:00 pm.

As a reminder, sets which are classifiable in accordance with GRI 3(b) or 3(c) of the HTS, report in column 30 the  HTS number from which the rate of duty for the set is derived.

Precede this number with an SPI of “X.”

Each article in the set (including the article designated with a prefix of “X”) should be reported on a separate line as if it were separately classified.

Precede these HTS numbers with an SPI of “V.”

Report the quantity and value attributed to each article associated with the “V” SPI.

All other reporting requirements including, but not limited to, quota, visa, licensing, and other government agency requirements, should be reported along with the appropriate HTS number preceded with an SPI of “V.”

Further information on the X and V codes are found in Appendix B of the CATAIR (see page B-33). Additional  information on how to classify sets can be found in the informed compliance publication, �Classification of  Sets,� located on CBP.gov.

GSP & MPF Changes Effective October 1, 2011

Hello to all,

RBSystems is currently working on changes required by Customs on the GSP & MPF. Effective October 1, 2011 the MPF will increase upto 0.3464% and the GSP has been extended up to July 31, 2013. Once these changes are ready to be added to your system we will be sending an admin message advising of the change and what changes need to be done on the system. Below is a Customs notification we received of the changes being worked on and what they consist of. If  you have any questions in regards to the Customs message you may contact your ABI Rep or log in to the website provided below. If RBSystems receives any further notifications we will be advising via our website & admin messages.

Amends the Trade Act of 1974 to extend duty-free treatment under the Generalized System of Preferences (GSP) through July 31, 2013.

Requires the liquidation or reliquidation (refund of duties) on duty-free articles that entered into the United States after December 31, 2010, and before the 15th day after enactment of this Act.

Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) to increase from 0.21% ad valorem to 0.3464% ad valorem, for the period between October 1, 2011, and July 1, 2014,the customs user fee for the processing of merchandise entered or released into the United States.
