Update – At approximately 12:30 US Eastern Time, communications were restored to CBP.  Messages are being delivered and responses received.  There is a significant backlog.  We will continue to monitor the situation and alert you when new information is available.


At approximately 7:30am US Eastern, a severe thunderstorm moved through the DC Metropolitan Area.  Power was cut to over 100,000 homes and businesses, including our Wayne Avenue Service Center.  Communications to CBP and CBSA were brought down as a result. We are currently working with CBP to reestablish connectivity.

AESDirect Program Outage

This message is intended for AESDirect program users only.  Due to
severe weather conditions, the power at the AESDirect program site is
down.  If you are not an AESDirect program filer, you will not be
affected by this outage.

During this outage all AESDirect program filers may submit shipments
under the AES Downtime Policy.  State Department licensable shipments
cannot be exported under the AES Downtime Policy and must be held
until the connection is restored and an Internal Transaction Number (ITN)
is received.  Once the connection is restored, all AESDirect program
transactions for shipments that were exported under the AES Downtime
Policy must be filed along with any new AES transactions.

AES PcLink users are encouraged to continue creating and storing
shipments in a queue on their local computer for transmission when
AESDirect is brought back on-line.

If you utilize the AES Downtime Policy for export, please contact the
port where you will export from.  In lieu of the AES Proof of Filing
citation, please use the AES Downtime citation which consists of the
phrase AESDOWN, your individual company’s Filer ID, followed by the
date.

Due to power fluctations in the northern Virginia area, there is a possibility that the certification region of ABI, ACE, and AMS processing will be brought down at some time tonight. IF that happens, it would impact trade testing with CBP. It is not certain that this will happen. We anticipate that if certification is brought down, that it will be only temporary and will be available for normal business hours on 12 August.

CBP wanted to make the trade community aware of that possibility so that the trade community can plan testing accordingly.

CBP is discontinuing the use of the unknown Manufacturer Identification Number (MID) as data to report the manufacturer (or supplier). The discontinuation will take effect September 15, 2010; after this date, entries reporting unknown MIDs will be rejected by the Automated Broker Interface (ABI).

Listed below is some FDA information designed for ABI filers and for vendors, service providers and self-programmers. 

The entire FDA product code file was replaced on 7/24/10 – resulting in the removal from ACS of the product codes that were end-dated in the FDA system in mid-June (CSMS 10-000145) and the addition of a few codes that were missing from the ACS program. 

Also, if a filer knows that some, but not all, of the merchandise on an entry has been released by FDA but has not received a cargo selectivity message (RR application) confirming this situation, the client is advised to try the IN query. That query is called the Current Cargo/Manifest Status Notification query in the CATAIR but may have another title in the filer’s software system. 

FOR SOFTWARE VENDORS/SERVICE BUREAUS/SELF-PROGRAMMERS:

In order to avoid problems with merchandise that requires the transmission of both FDA and Lacey Act information, the trade is advised to transmit the PG-records (for the Lacey Act) followed by the FD-records (for FDA). A typical transmission would be sent in the following order. (Please note that other PG or FD records may be sent.)

Update 07/26 – At this time, Communication with CBP has been restored.  Data is flowing successfully, however, there is a several-hour backlog of messages to be processed.


Additionally, CBP Headquarters has been notified and is actively monitoring the situation. Their guidance is pending.


We will continue to update you as information becomes available.


At this time we are experiencing a communications outage with CBP.


There is currently no ETA for a fix.


An update will be sent out as soon as there is more information.


All messages are being queued and will be delivered as soon as communications are restored.

The drawback diskette program was implemented in October of 1994 and the drawback program was fully automated in 1995. CBP is announcing the discontinuation of the Drawback Diskette Filing Program because it is no longer able to support security measures to protect CBP automated systems.

All claims may be filed either ABI or manually to the four drawback centers of Newark, Houston, Chicago or San Franscisco.

New Verify Message Being Added to the AES July 28, 2010

Response Code: 856 Improbable ISO

On July 28, 2010, The Automated Export System (AES) mainframe will generate a Verify Message for all filers who submit a shipment containing one of the following International Organization for Standardization (ISO) Country Codes:

·  Iran ‘IR’

·  N. Korea ‘KP’

·  Sudan ‘SD’

·  Cuba ‘CU’

·  Pitcairn Island ‘PN’

·  Iceland ‘IS’

·  Nicaragua ‘NI’

Reason:  The ISO reported may or may not be valid for the country of destination.

Resolution:  Verify the ISO code entered is the correct ISO code for the country of destination.  Consult Appendix C of the Automated Export System Trade Interface Requirements (AESTIR) to determine the appropriate ISO code using the link below. Since Monday, July 19, 2010, FDA has been experiencing intermittent issues affecting ACS messaging and paper notice generation. This may cause delays in the issuance of ACS messages and hard copy Notices of FDA Action. For the receipt of messages through ACS, delays may be up to several hours. For the issuance of hard copy Notices of FDA Action, the delay may be a couple of days. 

Contingency steps have been taken to limit delays and ensure that reasonable time is given to filers and importers to receive these notifications. We are actively working on a resolution and will send a notification once this issue has been resolved
